William S. Phillips (Born 1945) is active/lives in Oregon, California.  William Phillips is known for Aircraft, landscape, marine painting.

William S. Phillips was chosen to be a U.S. Navy combat artist in 1988. He has since been honored with the Navy's Meritorious Public Service Award and the Air Force Sergeants Association's Americanism Medal.

In 1991 three of his paintings were selected as part of the Top 100 in Arts for the Parks. One painting won the Art History Award from the National Park Foundation.
